If you are applying a peachy blush, you should wear a peachy lipstick. If you wear a pinkish blush, your lips should be with pink under tones. Blush and lipstick are add some color on your face and these two must be in similar color tone. They must match for a more put together look. This is the guide line for  daily beauty make up or bridal application. Unless if you want to have a crazy look. For example, if you are creating an avant garde look, you could apply any color.

The purpose of using a blush to bring out more life to your face. Do not use your blush to contour your cheek bones. Start applying your blush where your ear and cheek bones meet up then following your bone structure end it on your apples. You most leave the mid part of your face more highlighted. So it is not a good idea to start applying on your apples (that might be good for time period makeup look.) I ‘d also suggest you to do some highlighting on top of your cheek bones. You can contour your face according to your face shape before applying the blush. This will give your face more sculpted look. Try to use non shimmery blush and illuminizer if you have acne/ acne  scars or fine lines where your cheek bones begins. Shimmery blushes and illuminizers work better on no problem skin.
